UK Provisional Driving Licence
Everything you need to apply for your UK provisional driving licence in 2026 — cost, age limits, how long it takes, what you can drive, insurance rules and the exact next steps to your first lesson.
A UK provisional driving licence costs £34 online at GOV.UK (or £43 by post) and can be applied for from age 15 years and 9 months. It normally arrives within 1–3 weeks and lets you drive on any UK public road (except motorways, unless with an ADI) provided you display L-plates, are supervised by a qualified driver aged 21+, and are properly insured. It's valid for 10 years and is the single legal prerequisite for both driving lessons and the theory test.

How to apply for your UK provisional licence
The fastest, cheapest and most reliable route is the official online application at gov.uk/apply-first-provisional-driving-licence. Ignore any site that isn't gov.uk — they charge £60–£90 to fill in the same DVLA form you can complete yourself in 10 minutes.
- 1
Check you're old enough
You can apply from your 15th birthday plus 9 months. If you apply too early DVLA rejects the application and refunds the fee — don't try to game it.
- 2
Gather your documents
You need a UK passport (or accepted alternative ID), your National Insurance number, and addresses for the last 3 years. No physical photograph is required if you have a UK passport — DVLA reuses that photo.
- 3
Fill in the online form (10 minutes)
Go to gov.uk/apply-first-provisional-driving-licence, complete the form, upload nothing (unless you don't have a UK passport), pay £34 by debit or credit card, and you're done.
- 4
Wait 1–3 weeks
Your provisional licence photocard arrives by post. DVLA emails you when it's dispatched. You cannot legally drive on a public road — even for a lesson — until the physical card is in your hand.
- 5
Book your first driving lesson
Once your licence arrives, book lessons with a DVSA-approved instructor. Learners taught by an ADI (not a family member) pass first time 30–40% more often on average.
What you can (and can't) do on a provisional
You can
- • Drive on any UK public road (with L-plates)
- • Take driving lessons with an ADI
- • Drive on motorways — but only with an ADI in a dual-controlled car (rule changed June 2018)
- • Be supervised by any qualified driver aged 21+ who's held a full licence for 3+ years
- • Book and pass your theory test
- • Book your practical test (after theory pass)
You cannot
- • Drive without L-plates on both front and back
- • Drive unsupervised, ever
- • Drive on a motorway supervised by a friend or family member
- • Carry paying passengers
- • Tow a trailer
- • Drive if your supervisor has been drinking or is under 21

How long your provisional stays valid
After your provisional arrives
The provisional is step one of a five-step licence journey. Most learners in London pass 6–9 months after their first lesson if they lesson weekly.

+How much does a UK provisional driving licence cost in 2026?
A UK provisional driving licence costs £34 when you apply online at GOV.UK, or £43 by post using the D1 paper form. There are no other DVLA fees — anyone charging more (£70, £90 etc.) is a third-party middleman site, not the DVLA.
+How old do I have to be to apply for a provisional licence?
You can apply for a car provisional licence from 15 years and 9 months old, but you can only start driving on a public road once you turn 17 (or 16 if you receive the enhanced rate of PIP). A moped (category AM) provisional can be used from age 16.
+How long does a provisional licence take to arrive?
Online applications usually arrive within 1–3 weeks. Paper D1 applications take 3 weeks or longer. DVLA delays are common in spring and summer — apply the day you turn 15 years 9 months to avoid missing your first lesson slot.
+What documents do I need to apply?
You need: a valid UK passport (or another accepted identity document), your National Insurance number if known, addresses for the last 3 years, and £34 paid by debit or credit card. No photograph is required if you have a UK passport — DVLA reuses the passport photo.
+Can I drive on a provisional licence?
Yes — on any UK public road (except motorways with a fully-qualified ADI instructor in a dual-controlled car from 4 June 2018 onwards) provided you display L-plates on the front and back, are supervised by someone aged 21+ who has held a full UK licence for 3+ years, and are insured as a learner driver.
+Do I need insurance on a provisional licence?
Yes. If you're learning in your own car or a family car you must have valid learner-driver insurance. If you're learning with an ADI you're covered by the driving school's insurance during lessons — you don't need your own policy for those hours.
+Can I book my theory test before my provisional arrives?
No. You must have received your provisional licence and quote the licence number to book a theory test. The theory test costs £23 and must be passed before you can book the practical driving test.
+How long is a provisional licence valid?
A provisional licence is valid for 10 years from the date of issue. You don't need to renew it during that time — but once you pass your practical test, DVLA replaces it with a full licence automatically.
+What if I lose my provisional licence?
Apply for a replacement at GOV.UK for £20. You'll need your driver number, National Insurance number and current address. A replacement usually arrives within a week.
+Can I start driving lessons before my provisional arrives?
No — even with an ADI, you cannot legally sit behind the wheel of a car on a public road until your provisional licence is physically in your hand. Book lessons for a date 2–3 weeks after you apply to be safe.
+Do I need a provisional licence for automatic driving lessons?
Yes — the same provisional licence covers both manual and automatic cars (category B). You choose the transmission at the practical test stage. If you pass in an automatic, your full licence restricts you to automatic cars.
+What happens if my provisional licence details are wrong?
If your name, address, gender or photo is wrong, update it free at GOV.UK. Driving with an out-of-date address on your licence is a £1,000 fine — but the correction itself is free.
